The Challenges of Developing Software Capabilities for Army Aviation

This presentation expands the understanding of the challenges associated with developing software for army aviation, with the added complexities of meeting integration, interface, and security demands required for today's net-centric battlefield. The days of stovepipe development are a distant memory as the focus has shifted to developing systems that will integrate with a larger system of systems or family of systems environment. Requirements to meet interoperability certification for army and joint environments as well as meeting unified battle command initiatives introduce exponentially larger risk factors that span the triple constraint (scope, cost, and schedule), requiring project and program managers to take their focus beyond a single system and consider the bigger picture. Once this is mastered, the often forgotten information assurance certification process can turn the project upside down and force an entirely different approach to be taken to make the system more secure.

Dr. Terry Carlson

About the Keynote Speaker

Dr. Terry Carlson, Chief Software Architect, U.S. Army Program Executive Office, Aviation

In his position as Chief Software Architect, Dr. Terry Carlson is responsible for areas that range from software blocking and unified battle command to information assurance of tactical systems, automated logistics, and strategic software improvement. He previously worked as a senior member of the advisory staff supporting PM Aviation Systems' office for certification and interoperability.

In addition to his current duties, he is an adjunct faculty member at Columbia College's Redstone Arsenal extended campus. He provides instruction to military, government, and contractor personnel in management information systems; systems analysis design; operating systems; network communications; Internet technology; database design; decision support and data warehousing; productivity tools; and introduction to computer information systems.

Previous positions include Vice President for Sigmatech's Interactive Technologies Division that provided web-based applications and training development services to many Fortune 500 and government agencies. He also provided the same services as the Program Manager for IT at Systems Studies and Simulations. He worked for Computer Sciences Corporation in a variety of capacities on numerous contracts. As a systems engineer, he helped develop software and database solutions for a Joint Services Deficiency/Discrepancy Reporting System (DRS) and the Joint Computer Aided Logistics System (JCALS). He served as the Y2K Program Manager for an outsourcing contract with ING North America and was the Task Lead for NASA's Site for Online Learning and Resources (SOLAR). He also worked as the Software Manager for an internal application supporting CSC's management of subcontractor labor.

He served in the Army as a Radio Teletype Operator from 1984 to 1988 with assignments in the HQ Troop, 1st Squadron 4th Cavalry at Ft. Riley, KS, and HHQ, V Corps Artillery in Frankfurt, Germany.

He holds a bachelor of science in computer science, a master's in management, and a PhD in management information systems.
